Under The Construction (Health Safety and Welfare) Regulations 1996
Schedule 5 - Requirements for Ladders - all ladders, used as a means of access between places of work shall be sufficiently secured so as to prevent the ladders slipping or falling.

Under the The Temporary Work at Height Directive - 2001/45/EC
It is a requirement that the feet of portable ladders must be prevented from slipping during use.
